A note on the author: Sir Paul Britton spent his civil service career in the the Departments of the Environment and Transport and, latterly, in the Cabinet Office. Between 2001 and 2009, when he retired, he was Head of the Economic and Domestic Affairs Secretariat in the Cabinet Office, where his responsibilities included supporting the Cabinet's domestic business.
